... would be the chief sufferers put on garments of mourning, and paced the silent Forum with gloom and despair written on their faces, as though they were the innocent victims of a great wrong. But, while they took this overt means of stirring the commiseration of the crowd, it was whispered that the last treacherous device for averting the danger was being tried. The cause would perish with the demagogue, and Tiberius might be secretly removed. Confidence in this ...

... from Spain, confirmatory of his worst fears. Louis of Nassau voted for open and instant rebellion; William recommended a cautious observance of the projects of government, not doubting but a fair pretext would be soon given to justify the most vigorous overt acts of revolt; but Egmont at once struck a death-blow to the energetic project of one brother, and the cautious amendment of the other, by declaring his present resolution to devote himself wholly to the service of the king, and on no inducement whatever to risk the perils of ...

... the western country to repel any hostile attempts that may be made against the rights of the citizens, or of the body of the people." Had this resolution been adopted, the people were definitively committed to overt rebellion. This brought Mr. Gallatin at once to his feet. He denied that any hostile attempts against the rights of the people were threatened, and drew an adroit distinction between the regular army, which had not been called out, and the militia, who were a part of the people ...

... dissensions seldom flare up except at times of political excitement; and, while it is undeniable that the temper of the creeds more resembles what prevailed in England in the seventeenth than in the twentieth century, yet when overt hostility breaks out it is because the creed is taken—and usually taken rightly—as prima facie evidence of political opinion—political opinion meaning "loyalty" or "disloyalty," as the case may be. ... little of this "sluggish avoidance of needless invention," often preferring to apply his imagination to the transfiguring of what Malory or Miss Mitford, Froude or Freeman had made ready for his hand. This eschewing of overt originality fitted him all the more to be spokesman of his time, and to voice the ideals of his race and of his day.
